Actions implemented according to different regions for local engagement and collaboration
Mato Grosso is Brazil’s third largest state with 141 municipalities and a total area of 903,357 km² (equivalent to the area of Germany and France combined). For the PCI strategy to be implemented, there needs to be local engagement and collaboration in its different regions.
PCI regionalization is how the PCI Institute defines how to land its Strategy in municipalities and regions in the State.
In this sense, the following actions are being implemented:
The PMS aims to promote the sustainable development of municipalities in Mato Grosso through strengthening the local economy, improving municipal public governance, promoting legal certainty, conserving natural resources and promoting environmental recovery and reducing social inequalities.
The Program was born from the mobilization of municipalities, consortia and partners. It was based on the recognition of the role of municipalities and civil society organizations in local and regional initiatives to promote sustainability. The construction of the PMS proposal was guided by an agenda for dialogue and cooperation between civil society organizations and local public authorities.
Formalized through Decree 2.188/14, the program was launched in May 2014 during the 31st Meeting of Mayors of Mato Grosso.
In 2020, the new Decree 361 reformulates the Sustainable Municipalities Program - PMS and defines as one of its objectives, to contribute to the local implementation of the Produce, Conserve and Include Strategy - PCI.

Through its Corporate Action Group, the PCI Institute has promoted the jurisdictional approach with companies operating in Mato Grosso. In 2020, the PCI Institute began collaborating with the Soft Commodities Forum with the aim of promoting a jurisdictional approach to expanding responsible soy in Campos de Julio and Planalto da Serra. The Soft Commodities Forum, which brings together traders from the soy sector, aims to collectively engage in promoting a sustainable supply chain and increase productivity in 25 key municipalities in the Brazilian Cerrado (Savannah). Two of these municipalities, Planalto da Serra and Campos de Julio, are located in Mato Grosso. With the support of EDF, an agreement was reached to implement this approach with Aliança da Terra as the implementing partner.
